I have more than 23,000 failed login in my SE does it mean that my all this people failed to sign up?
It is impossible to answer. If you are looking in the admin >> settings >> spam & banning tools >> login history, that doesn't mean anything as most of those will be bots trying to get in. It simply shows they weren't able to.
