I'm not sure what you are doing. Did you make a new sign up page? Does the default sign up page work? Why not use the default Paypal method with subscriptions instead of changing it? I know it works with default.

Yes it works with default but this system is built differently, is there a way in social engine so I can have a page where the users can goto and enter a promo code and get a free subscription? is there a plugin for that?

I don't know if there is a third party plugin, https://www.socialengine.com/marketplace . Perhaps some of the subscription or member plugins would work for it. You would need to contact those experts since I've not used any of those.

Maybe some in this search https://www.socialengine.com/marketplace/search?search=subscribe

    https://www.socialengine.com/marketplace/app/discount-coupons-plugin

    https://www.socialengine.com/marketplace/app/offers-coupons-plugin

    https://www.socialengine.com/marketplace/app/coupon-plugin-1

The above are 3 options from the MarketPlace.  I am using the first one by SEAO since it also integrates with their Subscriptions Plugin and other SEAO Plugins I use.

My guess is that you may have to contact each 3PD to determine which will suit your needs, especially due to certain PayPal requirements (SEAO also offers an Advanced Payment Gateway Plugin to support Adaptive Payments and other payment related functions).
